Registered Management Consultant

The Registered Management Consultants (RMC) is an Enterprise Singapore-recognised certification programme for management consultants aligned to SS 680:2021 Specification for Management Consultants. The programme was developed by Certified Managements Consultants from the Institute of Management Consultants (Singapore) with the objectives of recognising skills, knowledge and competency in the field of management consultancy, and promoting high standards of professional and ethical conduct by RMCs of the management consulting profession.  RMC is a mark of quality and professionalism developed by Certified Management Consultants for management consultants in Singapore

Diploma or above with 5 years’ experience in the management capacity or 3 years’ experience in the management consulting industry.

CONSULTING HOURS

Accumulated a minimum of 1,000 management consulting hours in the immediate last 3 years include advisory work and activities such as data gathering, analysis and report writing that are part of the consulting process.

DOMAIN EXPERTISE REQUIREMENTS

Possess knowledge and experience

  • Of the industry they are operating; and
  • In at least one business functional areas

(1-day Classroom Training and Self-Study)

The RMC Management Consulting Fast-Track Course is developed in compliance with the SS 680:2021 Specification for Management Consultants with the objective to prepare applicants for RMC certification. This is an optional course for applicants with 8 years or more in consulting experience or for those applicants who opt not to attend the alternative 2-day RMC Management Consulting Course.
The RMC Management Consulting Fast-Track Course is developed in compliance with TR43 Management Consultant Standard with the objective to prepare applicants for RMC certification. The course is specially designed to:
  • Meet the needs of busy professionals who wants flexibility in learning by spending shorter class room hours to get professional guidance from professional facilitators and at the same time willing to perform their own self-study to further enhance their knowledge immediately after the course, before sitting for the RMC exam.
  • Meet the needs of candidates intending to understand the knowledge and skills requirements for achieving the Registered Management Consultant (RMC) certification.
  • Understand the standards of competence in areas that confers upon the participant an accredited status of having achieved the requisite quality of knowledge and skills relating to professional management consulting.

In view of ‘TR 43 Management Consultants’ guidelines, RMCs are required to fulfill their CPD hours in order to retain their RMC Certification.

RMC Certification Feedback/Complaint Procedure

Any Applicant can feedback/complaint to the RMC-CB regarding the certification or related processes at any time in writing. The complainant shall submit a formal complaint or feedback and state clearly the incidence or problem encountered.

The letter must set forth the grounds for the feedback / complaint, reasons and/or suggestions for improvement (if applicable) of the certification processes. Upon receipt of the feedback/complaint, a formal communication will be written to the Applicant by the RMC Secretariat within 7 days. The Chair of RMC-CB will review the feedback/complaint and may initiate the formation of an independent Inquiry Committee to address the feedback/complaint and establish a resolution. The RMC Secretariat shall implement the resolutions accordingly. For those complaints that requires an official respond on the resolution, the complainant will be informed within 60 days from the date of receipt of the complaint.

RMC Appeal Procedure

Any Applicant can exercise their rights to appeal against the RMC-CB’s decision by submitting a formal letter of appeal within 30 days from date of notification of conclusion, addressed to the Chair of RMC-CB and pay an administrative fee set by the RMC-CB for the processing of appeal. The letter must set forth the grounds for appeal and state the reasons that the Applicant believes that the adverse decision should be reviewed.

Upon receipt of the appeal, an independent Appeal Committee will be form to investigate on the nature of the appeal. Based on the recommendations of the Appeal Committee, a decision shall be made by the RMC-CB. The decision of the RMC-CB will be final and no further appeals for the same case shall be entertained.

Feedback And RMC Disciplinary Actions
A complaint refers to feedback information that a Registered Management Consultant (RMC):
  • Has been convicted of a criminal offence, implying a defect of character which makes him/her unfit for his/her profession of management consultancy;
  • Has been guilty of fraudulent or grossly improper conduct in the discharge of his/her professional duty;
  • Has breached the RMC Code of Professional Conduct as adopted by the RMC-CB and Institute of Management Consultants Singapore (IMCS);
  • Has contravened or failed to comply with any of the provisions of the RMC Certification Programme, including the misuse of the RMC certification logo and certificate;
  • Carries on by himself/herself or any person in his/her employment in any trade, business or calling that detracts from the profession of Management Consultancy or is in any way incompatible with it;
  • Has been barred, struck off, suspended or censured after due process by the professional institution that he/she belongs to (in Singapore or other countries); and
  • Makes a false or misleading declaration in connection with his/her application for certification or re-certification by RMC-CB or otherwise howsoever.

Any complaint concerning a RMC shall be made in writing specifying the actions or activities that led to the alleged violations listed above, followed by the date of the violation and how it was violated, signed by the complainant (with name as in NRIC and NRIC number), and sent to the office of the Secretariat. The Complainant is required to submit any documents such as statutory declaration, evidence, etc. which support his/her complaint.

Upon receiving the written complaint, the Secretariat shall acknowledge receipt of the complaint within 7 days and inform the Complainant that an official respond will be send to them within 60 days from the date of receipt of the complaint. In event that more time is needed for the processing of the complaint, the Secretariat shall write to inform the Complainant for an extension of another 30 days for processing. All feedback/ complaints shall be closed within a maximum of 90 days.

An independent Inquiry Committee will be form to investigate on the nature of the feedback / complaint. Based on the findings and recommendations of the independent Inquiry Committee, the Ethics and Disciplinary Panel will evaluate and make their recommendations on the outcome and a decision shall be made by the RMC-CB. The outcome of the Inquire could be any of the followings:
  • Dismiss the complaint; or
  • Suspension of the RMC certification status, in which event the RMC shall be entitled to appeal to the RMC-CB within thirty (30) days of notification of the conclusion; or
  • Recommend to the RMC-CB that a termination of registration of the RMC, in which event the member shall be entitled to appeal to the RMC-CB within thirty (30) days of notification of the conclusion.
The decision of the RMC-CB will be final and no further appeals for the same case shall be entertained.
